Manager Sponsored Programs Budget Clinical Trial Applications - Maitland

You Will Be Responsible For:  

• Oversees research budget preparations and negotiations to ensure that the studies are financially viable and compliant with regulatory requirements for physician researchers and research billing.

• Oversees, develops, and monitors an effective Clinical Trial Management System infrastructure that supports AdventHealth Research Institute goals of efficient clinical research study implementation, processes, finances, and reporting. 

• Oversees the preparation and review of research budgets to ensure compliance with applicable regulations, sponsor/funder terms and conditions, and institutional standards. Communicates study/award status to research departments on a regular basis and as requested.

Supervises, orients, and trains direct reports, develops and maintains a positive work environment, institutes appropriate positive discipline plan, if necessary, and completes employee evaluations. Manages direct reports, workflow, and processes to ensure efficiency and accuracy of work deliverables.

• Develops, revises, and maintains research policies and procedures, applying knowledge of current applicable regulations, forms, methods for proposal submission, etc. Informs Research Services Leadership and research departments of changes in regulations and sponsor/funder policies. Implements changes in institutional policies, procedures, standards, or processes.

• Perform other duties as assigned and directed

What You Will Need:
  • Bachelor’s degree in healthcare, business, finance, accounting, or research-related field

  • Minimum five (5) years combined experience in clinical research (industry/pharmaceutical and/or federal grants), billing compliance, research contract management, research administration, or budget development

  • Experience working with budgets, including developing reports and presentation of financial information.

  • Experience with budget and/or research contract negotiation

  • A thorough knowledge and understanding of state, federal, foundation and other grant and contract funding mechanisms and regulations as they relate to budget development and compliance for physician researchers and research billing

  • A thorough knowledge and understanding of Center for Medicare and Medicaid Services (CMS), National Coverage Determination (NCD) for Routine Costs in Clinical Trials (310.1), and other regulatory updates to inform in the coverage analysis process.

  • A thorough knowledge and understanding of research related grant and contract terms related to budgets and budget development, including the identification of routine costs in qualifying clinical trials. 

  • Ability to interpret research award terms and conditions, applicable regulations, and institutional policies and procedures to ensure compliance (e.g. Stark Law, Anti-Kickback, Safe Harbor, etc.).

  • Proficient in MS Office Suite (Outlook, Word, Excel, Publisher, PowerPoint, etc), internet, and other research tools, word-processing and database.

    • Master’s degree in healthcare, business, finance, accounting, or research-related field
    • Advanced experience in Excel (V-Lookups, Pivot Tables, Index, etc.)
    • Experience in Current Procedural Terminology (CPT) coding or billing
    • Established competency in research administration in the biomedical research and regulatory environment
    • Experience in grant and funding related financial audits
Job Summary:

The Budget and Clinical Trial Applications Manager is knowledgeable in the areas grant and contract related budget development and negotiation.  The Budget and Clinical Trial Applications Manager will contribute to and oversee the negotiation and development of sponsored program related budgets and the aspects of related post-award management and compliance including building studies in the Clinical Trial Management System.  Exercises objective and independent judgement in interpreting regulations, contract budgets, and in making research financial compliance recommendations.  The Budgets and Clinical Trial Applications Manager will contribute to the development of the sponsored research program of the AdventHealth Research Institute.
